I think it's one of those impossible puzzles due to the lay out. It probably has some mathematical equation to do with circles!
Something like this:
I=C(M2 x pi r2)
I being impossible
C being cat
M being move _________________ "Come on bud, you're not doing anything I wouldn't do!"

aarrgh I never thought to do a screen shot, but yes, I filled in round the edges
in fact you can keep going until the cat is completely hemmed in by dark circles  _________________
